I published one article on GoArticles but then saw that the page title for the article was just "GoArticles.com" and NOT the article title, so I stopped using them. I just clicked through to them now because of this post, and read on their homepage that they'd done a major site upgrade, and sure enough, now the page titles are the article titles. I'd also recommend Articles Base. That has a PR of 5, and they usually evaluate your articles pretty quickly.
